Later at a press conference, Cherif Bassiouni, Chair of the UN Commission of Inquiry to investigate alleged violations of international law in Libyan Arab Jamahiriya told reporters that “the idea of people being taken to morgues and butcher shops and being cut to pieces, we’ve never heard of such a thing.” He called for continuing investigations to allow the team to verify allegations on the use of mercenaries, child soldiers and sexual violence, including rape. Below is UN storyline on International Literacy Day: This year's International Literacy Day, observed annually on 8 September, has a special focus on the fundamental relationship between literacy and peace. “We must not allow conflict to deprive children and adults of the crucial opportunity of literacy. Literacy is a fundamental human right, and the foundation of all education and lifelong learning,” the Director-General of the UN Educational, Scientific and Cultural Organization (UNESCO), Irina Bokova, said in her message for the Day, which the agency has been marking for more than four decades. She added that literacy transforms the lives of people, allowing them to make informed choices and empowering them individuals to become agents of change. “Lasting peace depends on the development of literate citizenship and access to education for all. Amidst political upheaval and escalating violence in many parts of the world, literacy must be a priority in the peace-building agenda of all nations,” she stated. Peace and sustainable development are interdependent, and it is crucial for the two to develop and strengthen simultaneously, Ms. Bokova continued. “Literacy is also a development accelerator, enabling societies to grow more inclusively and sustainably,” she noted. “Literacy programmes can become a key component of future development strategies, opening new opportunities and skills for all.” This year marks the end of the UN Literacy Decade, proclaimed in 2002 to galvanize government action worldwide against illiteracy. Over the decade, and despite considerable effort and some major achievements, 775 million people are still considered non-literate, of whom 85 per cent live in 41 countries. As part of the celebrations for the Day, UNESCO has brought together representatives from these 41 countries to examine the lessons learned over the decade and identify ways of accelerating progress to meet the Education for All (EFA) goals established by the world's governments in 2000 for a 50 per cent improvement in literacy levels worldwide by 2015. The EFA goals are made up expanding early childhood care and education, providing free and compulsory primary education for all, promoting learning and life skills for young people and adults, increasing adult literacy, achieving gender parity and improving the quality of education. Secretary-General Ban Ki-moon, in his message for the Day, said the global movement for education needs a big push, and that is why he will be launching a new Education First initiative later this month. The initiative focuses on three priorities: putting every child in school, improving the quality of learning and fostering global citizenship. “I call on world leaders and all involved with education to join this initiative. The cost of leaving millions of children and young people on the margins of society is far greater than the funds required to reach the international goals for education,” he stated. “Ask any parent what they want for their children, even in war zones and disaster areas where food, medicine and shelter might be considered the highest priorities, and the answer is the same: education for children. Ask any child what he or she wishes to be when they grow up, and the answer is rooted in education. She said the direct and often brutal violations of the basic rights of indigenous people in every region of the world continue, even in areas where success had been achieved, such as in Canada where an agreement over land use between the aboriginal communities in Nunavut has faced implementation hitches. “The reality of the UN declaration is that the rights of indigenous people did not arise out of the goodwill of States,” said Ms. Dorough. “Rather, it is because of the entire history of exploitation, colonization, as well as the full range of human rights violations that the indigenous community has pressed the UN to open its doors in order to for us to take our rightful place not only in the context of the human rights pillar of the UN, but also in the environment, as well as the peace and security pillar,” she told reporters on the sidelines of deliberations in the two-week Permanent Forum on Indigenous Issues. The forum is aimed at advancing the rights of the estimated 370 million indigenous people worldwide. More than 1,300 delegates are participating. A group of 390 children separated from their parents in Haiti, are being served by this Port-au-Prince residential care centre where they receive housing, hot food, an education, and vocational training. All while the centre’s staff, whenever possible, works to reunite them with their families. The centre is working closely with UNICEF to restore the family unit, and to make sure the children with no parents are given a secure, safe environment that prepares them for a productive and rewarding future. SOUNDBITE (English) Father Jeff Desruisseaux, Centre D’accueil de Carrefour: “Our vision is not to institutionalize the children, because we know that the best place for the children is not in a centre, it’s in the family.” UNICEF, which provided educational and recreational supplies to the centre after the earthquake, is increasing its level of support. SOUNDBITE (English) Denise Ulwor, UNICEF Child Protection Specialist: “UNICEF is more interested in the centre because the management of the centre made clear to us that this centre should not replace the family and they should do some reunification – or tracing – to get the children reunified with their family.” Youri Belcomb is a 13 year old boy who has spent the past six years here. He is one of the centre’s top students. He’s also making a name for himself in the centre’s hip-hop group, called “Heart to Heart.” They sing about improving the country by stepping up and initiating positive change. SOUNDBITE (Creole) Youri Belcomb, 13 Year-old Boy: “This song talks about the way people can clean up Haiti, to get rid of the bad and replace it with the good, to make a good Haiti.” For Youri, the skills he’s learning in the classroom will help him do his part. According to the new report “World’s Women: In Pursuit of Justice” launched today (6 July) 139 countries and territories now guarantee gender equality in their constitutions but too often, women continue to experience injustice, violence and inequality in their home and working lives. Today, for instance, domestic violence is outlawed in 125 countries but globally 603 million women live in countries where domestic violence is not considered a crime. Similarly, over 2.6 billion women live in countries where martial rape has not been explicitly criminalized. In the report, UN Women calls on governments repeal laws that discriminate against women, support innovative justice services, put women on the frontline of justice delivery and invest in justice systems that protect women. Bachelet, who was appointed as the head of the entity earlier this year, said that in countries like the Democratic Republic of the Congo, where there have been recent reports of mass rape, mobile courts have been setup as an effective way to bring “the court to the women.” Last month, the UN Mission in the country (MONUSCO) helped the High Court of Goma set up a mobile court in Kasindi, a town in Nord-Kivu province, at the border with Uganda. The mobile court helps to make sure justice is available at the grassroots’ level as well as makes it known to the public that there are judiciary sanctions for every act of sexual violence committed. Bachelet, the former President of Chile, emphasized the importance of increasing women’s representation in politics and justice systems around the world. “We also need more female everywhere in the police, in the armed forces but also in the judiciary system because in some places what they have needed is to put more women at the court level so they can be more sensitive to women’s issues,” she added. In countries like Rwanda, Nepal and Spain, where there have been steep increases in women’s role in politics, progressive laws on women’s rights have often followed says the report. Unfortunately, there are still less than 30 percent of women in parliament in the vast majority of countries. Bachelet, who also held ministerial portfolios in the Chilean Government as Minister of Defence and Minister of Health, said it is important “to design policies specifically targeted at overcoming” the obstacles women face when trying accessing their rights. Following is a brief excerpt from book review" I have recently read "Girl with Pearl Earing" and "Girl in Hyacinth Blue", two other novels attempting to portray the golden age of art in Holland, both centering around Vermeer. Both are noteworthy, but this effort, about Rembrandt, surpasses both. First of all, the main character, from whose point of view the story is told, thinks more like someone in the 17th century than the characters in the other two novels. There is the omnipresence of religion, the imagery with which thought occurrs(the little white worms!). Then there is the sense of time and place..Amsterdam here is not some nostalgic spot in the Dutch past, but a complex culture mixing religion, innovation, and art in the country where modern capitalism arguably emerged. It is the merchants who rule this world, not the old aristocracy, and this world is in flux. The tension between the merchant class, the religious reaction to them, and artist as personified by Rembrandt is fascinatiog. One also feels the force of natural events, the Plague, and the floods which always threatened Holland. There is much about Rembrandt here, much about the struggle of an artist who attempts to remain true to his vision, both as an artist and as a human being, against the spirit of a conservative phillistine society.The descriptions of Rembrandt's way of seeing the world, and most importantly the people in it, will change the way you look at his art. Lastly, this book is simply a joy to read. Mattons language is rich and evocative and lingers in the mind. Her observations about the people who live in this world ar sharp and true. The love story in these pages is erotic and powerful. She also has a unique way of blending story lines with the Rembrandt's paintings that enriches the story even more. Inspired by actual events, the Whistleblower tells the story of Kathryn Bolkovac, an American police officer, played by Academy Award-winning Rachel Weisz, who takes a job as a peacekeeper in post-war Bosnia and uncovers a scheme by contractors and peacekeepers who were paying for prostitutes and participating in sex-trafficking. Kondracki, who spent two years in Europe with co-writer, Eilis Kirwan, researching the subject of trafficking, told UNifeed before the screening that she thought Bolkovac’s story was “remarkable” and not only it shows “how the United Nations works, or doesn’t work” but also through her character portrays both the anti-trafficking community, the UN, and private military contractors, in order to “subtly understand the complexities of the organization.” Madeleine Rees, who was at the time the Head of the UN human rights office's (OHCHR) Women’s Rights and Gender Unit in Bosnia And Herzegovina and is played by Redgrave in the film, said that “a massive number of women” were trafficked from Romania, Moldova and the Ukraine “to satisfy what was a perceived market, which unfortunately was in fact a real market, which was the peacekeepers.” Rees pointed out that “there were rumours that there was a problem with trafficking” which were later confirmed. She noted that when you would see UN vehicles parked outside "that’s how you know where the brothels are.” Kondracki commented on the controversy that arose regarding the UN’s reaction to her film. She said that “what we were hearing was that the UN didn’t want to acknowledge the film and wanted to downplay it, kind of go into damage control, which didn’t really surprise me.” The director added that thanks to Facebook, Twitter and other social media platforms “it did come out in the open” and “that’s why we are here.” Rees, looking back, expressed a feeling of guilt and said that she keeps thinking whether there was “something else” that could have been done at the time. Today (9 Aug) marks the 20th anniversary of Sir Roger Moore’s service as a UNICEF Goodwill Ambassador, and the popular British actor and humanitarian is going strong in his starring role as an advocate for the world’s most vulnerable children. “I’ve been an exceedingly lucky actor,” Sir Roger has said, “and the luck of it all was that I was able to come and work for UNICEF.” Since his appointment in 1991, Sir Roger has visited UNICEF-supported programmes around the world, bringing attention to children’s needs and enlisting widespread public support and donations. He has given compelling voice to a range of issues, from HIV/AIDS to landmine injuries, disability rights, iodine deficiency and more. In November 2001, Sir Roger helped launch the partnership between UNICEF and Federation Internationale de Football Association (FIFA), the world governing body of football, which includes a focus on preventing the spread of HIV and AIDS among young people. At the same time, he played a key part in promoting Kiwanis International's Worldwide Service Project, which has raised more than $90 million for eliminating iodine deficiency, the primary cause of preventable mental retardation and brain damage. Sir Roger received the World Service Medal from Kiwanis for that work. He also received the German Federal Service Cross in 2003 (for his involvement in battling child trafficking) and the Dag Hammarskjöld Inspiration Award in 2007. The following year, he received the title of Commander of the National Order of Arts and Letters, in France. Sir Roger was made Commander of the Order of the British Empire in 1999 and was knighted by Queen Elizabeth II in 2003, in recognition of his work with UNICEF. The global economy is being buffeted by continued uncertainty in Europe, uprisings in the Middle East, signs of overheating in some fast-growing emerging market economies, and rising commodity prices that pose a particular challenge for low-income countries. One of the uncertainties clouding the outlook is the continued sovereign debt crisis in Europe. The most acute problems are in Greece, where the government is trying to secure domestic political backing for a strengthened package of measures to put its economy on a more secure footing. “We still have huge challenges ahead of us. You have sovereign debt issues in most of the advanced countries, most acute in a monetary zone called the euro zone, which I’m very familiar with, but it’s not the only one”, Lagarde said. As finance minister of France during the global financial crisis, the 55-year old Lagarde was very familiar with the problems faced by the euro area. Lagarde took office as the IMF is beefing up its work on “spillover effects”, the impact that one country’s policies can have on other countries because of the tremendous increase in trade and financial linkages in the global economy. United Nations (UN) Special Representative on Sexual Violence in Conflict Margot Wallström said that the new study on sexual violence published in the American Journal of Public Health (AJPH) would help the organization “better understand this phenomenon” in the Democratic Republic of the Congo (DRC) where she added, rape “will always be under-reported” because of the "risk or the fear of stigma or shame.” The AJPH study released this week said that almost every minute a woman is raped in the DRC. The figure was reported to be 26 times higher than UN estimates. It also reports of a phenomenon of increased social tolerance for sexual violence, due to its prevalence in conflict, and to factors linked with conflict, such as impunity. Wallström’s office has, however, found that definitional ambiguity is one of a number of factors that explains the difference between various findings. In an interview with the UN today (12 May), Wallström said there was a “difference in the way we count.” She explained that the UN “has to verify these figures” in order to provide assistance to the victims. According to her office, official UN figures tend to be conservative, because the organization can only report to the Security Council information on sexual violence that has been verified by the organisation itself. Ultimately, she added “it is important to move beyond numbers” and look into how we can prevent the rapes. The Department of Peacekeeping Operations, which has a mission in the country, confirmed that sexual violence is a serious problem in the DRC, and UN and its and international partners have been working together in past years to support the Government in addressing it. Wallström has travelled to the DRC thrice since her appointment early last year as the Special Representative. Last October, while visiting the Walikale region, she met with the victims of sexual violence who were raped by members of armed groups, many of them in front of their families and neighbours. She spoke of a young woman who was “taken out of her home the night before she was getting married and had been gang raped.” The victim told her “a dead rat is worth more than a woman who has been raped.” Following the incident in Walikale where approximately 235 women, 52 girls, 13 men, and 3 boys were raped, earlier this year, the UN reported 50 to 80 cases of sexual violence perpetrated by the Liberation Forces of Rwanda (FDLR) in Fizi, South Kivu. Responding to whether he would mediate on the situation in Syria he said that the situation in that country was “very critical”.
