Empowering children from Iraq, Pakistan, Afghanistan, Congo, Haiti, China, Indonesia, Bosnia, Kosovo, Mexico is what the Global Medical Relief Fund,“One Child at a Time”, is all about. “60 Minutes” is now set to air its profile of the Foundation along with its founder, Elissa Montanti of Staten Island
this weekend, Sunday, March 27, 7pm EST.

You may have read my blog “The Day the Earth Moved” in January. Pictured in that report is young Sara from Haiti, who journeyed to Staten Island and the Shriners Childrens Hospital in Philadelphia for a new leg. Two other young girls in need of prosthetics made the trip with her. I am
happy to relate that these three stars now have new limbs, a future, and smiles.

GMRF’s mission is to bring hope and dignity to children who are missing or have lost limbs, been severely burned, or otherwise damaged due to the atrocities of war, natural disaster, or illness. The Shriners Hospitals for Children provide prosthetics, and other medical partners include Long Island Plastic Surgical Group.

To-date, over 100 children from around the world, as well as the United States, have been given a new life, one child at a time, through GMRF. Elissa receives many requests from US servicemen and women overseas who witness war’s casualties firsthand. GMRF children return to their home countries as young Ambassadors for America’s people and the values of openness and giving,everything noble about America.

While the label &quot;no-fly zone&quot; is most often applied to this Resolution, the most significant element is the provision authorizing under Chapter VII &quot;all necessary measures&quot; to protect measures to protect civilians. 

This Resolution, in brief, is a declaration of war against Gaddafi and his regime. The Resolution will be interpreted by the US/European/Arab coalition aligned against Gaddafi as broadly as they feel necessary t get the job done. That job goes beyond protection of civilians and the objective is understood to be driving Gaddafi out of power and neutralizing any future risks for him to retaliate. 

The initial application of the Resolution may be gradual and modest, but in my projections will be deliberately ramped up, especially air and missle power.

&lt;p&gt;Movie Synopsis:&lt;br /&gt;United Nations (UN) human rights investigators today denied that they had heard any reports of cannibalism following claims by Libya to the Human Rights Council that Libyan rebels had been involved in cannibalism. 

This morning, the UN Human Rights Council in Geneva had been debating a report on alleged human rights violations in Libya. The abuses include murder, torture, and indiscriminate attacks on civilians allegedly committed by pro-Gaddafi forces, as well as serious violations by rebel forces. 

Libyan diplomat Mustafa Shaban told members of the Human Rights Council that his government was &quot;the victim of a widespread aggression&quot; and blamed the media, opposition and foreign mercenaries for human rights abuses, including &quot;acts of cannibalism&quot;.

Later at a press conference, Cherif Bassiouni, Chair of the UN Commission of Inquiry to investigate alleged violations of international law in Libyan Arab Jamahiriya told reporters that “the idea of people being taken to morgues and butcher shops and being cut to pieces, we’ve never heard of such a thing.”  He called for continuing investigations to allow the team to verify allegations on the use of mercenaries, child soldiers and sexual violence, including rape.

Concerning allegations on the use of contraceptives and Viagra pills from both the opposition and Libyan government sides, Bassiouni said he communicated to both “and I said what it is, at least my interpretation of it is, when the information spread out and the society felt so vulnerable it created a massive hysteria.”

Perhaps as one of its more functional measures, the World Bank is teaming up with other international/regional banks/partner organizations. As World Bank Robert Zoellick offered: &quot;cheat one of us, you're cheating all of us,&quot; and such offenders will be &quot;barred&quot; from doing business with any of us.

Enforcement authorities from around the globe, meeting at the World Bank, today endorsed a declaration of principles to advance international efforts to counter global corruption.  

The declaration outlines priorities for enforcement action, with an emphasis on the misuse or diversion of development resources, opportunities for joint or parallel investigative activities, developing information exchange systems, and practices to prevent and criminalize corruption.

SOUNDBITE (English) Robert Zoellick, World Bank Group President:
”There is a global call for a new accountability standard today, an expectation that standards should be higher. So we in turn, need to be able to meet this with a sense of shared responsibility to act against those who don’t meet those standards.”

At the meeting, the World Bank and its partners agreed that cooperation and a willingness to work together among investigative and prosecutorial authorities is critical to success in combating crime and corruption.

“We took a very important step with our colleagues at the regional development banks. We developed a cross-debarment agreement. So, today the World Bank and the other MDBs have jointly recognized the cross-debarment of 28 companies and individuals around the world. So the message is pretty straightforward, if companies or individuals try to cheat one of us, they are going to get barred by all of us.”

The declaration, known as the “Declaration of Agreed Principles for Effective Global Enforcement to Counter Corruption”, emphasizes technical assistance and international cooperation in managing corruption investigations, as critical inputs to enhancing the fight against crime and corruption.  &lt;/p&gt;

I have little doubt that it will be resolved over the longer term. Nonetheless, whether it is brinkmanship, lack of clear direction/leadership or politicians procrastinating, the delay is causing real economic harm globally as well as perhaps to the fabric of the EU&gt; &lt;/p&gt;

Speaking at press conference today at the opening of the World Bank / IMF annual meetings, Zoellick said that the economic crisis in the developed world “could become a crisis for developing countries” and that Europe, Japan and the United States must address their problems before they become bigger problems for the rest of the world. “Not to do so is irresponsible” he said. 

Developing countries up until recently have been the “bright spot” in the global economy, providing around half of the global growth while Europe, Japan, and the United States have struggled with high debts and high unemployment. 

Zoellick said that now emerging markets “may be changing for the worse,” endangering economic recovery around the world, adding that falling exports were “already a worry,” and that falling markets and declining confidence could prompt slippage in developing countries’ investment and a pullback by their consumers, too.” 

He warned of the threat of rising protectionism saying that developing countries were not as well-placed as they were in 2008 to “withstand another shock.”

Below is UN storyline on International Literacy Day: This year's International Literacy Day, observed annually on 8 September, has a special focus on the fundamental relationship between literacy and peace.

“We must not allow conflict to deprive children and adults of the crucial opportunity of literacy. Literacy is a fundamental human right, and the foundation of all education and lifelong learning,” the Director-General of the UN Educational, Scientific and Cultural Organization (UNESCO), Irina Bokova, said in her message for the Day, which the agency has been marking for more than four decades.

She added that literacy transforms the lives of people, allowing them to make informed choices and empowering them individuals to become agents of change.

“Lasting peace depends on the development of literate citizenship and access to education for all. Amidst political upheaval and escalating violence in many parts of the world, literacy must be a priority in the peace-building agenda of all nations,” she stated.

Peace and sustainable development are interdependent, and it is crucial for the two to develop and strengthen simultaneously, Ms. Bokova continued.

“Literacy is also a development accelerator, enabling societies to grow more inclusively and sustainably,” she noted. “Literacy programmes can become a key component of future development strategies, opening new opportunities and skills for all.”

This year marks the end of the UN Literacy Decade, proclaimed in 2002 to galvanize government action worldwide against illiteracy. Over the decade, and despite considerable effort and some major achievements, 775 million people are still considered non-literate, of whom 85 per cent live in 41 countries.

As part of the celebrations for the Day, UNESCO has brought together representatives from these 41 countries to examine the lessons learned over the decade and identify ways of accelerating progress to meet the Education for All (EFA) goals established by the world's governments in 2000 for a 50 per cent improvement in literacy levels worldwide by 2015.

The EFA goals are made up expanding early childhood care and education, providing free and compulsory primary education for all, promoting learning and life skills for young people and adults, increasing adult literacy, achieving gender parity and improving the quality of education.

Secretary-General Ban Ki-moon, in his message for the Day, said the global movement for education needs a big push, and that is why he will be launching a new Education First initiative later this month.

The initiative focuses on three priorities: putting every child in school, improving the quality of learning and fostering global citizenship.

“I call on world leaders and all involved with education to join this initiative. The cost of leaving millions of children and young people on the margins of society is far greater than the funds required to reach the international goals for education,” he stated.

“Ask any parent what they want for their children, even in war zones and disaster areas where food, medicine and shelter might be considered the highest priorities, and the answer is the same: education for children. Ask any child what he or she wishes to be when they grow up, and the answer is rooted in education. Education is the gateway to fulfilling those aspirations.

“A literate world is a more peaceful world, and a more harmonious and healthy world,” Mr. Ban added. “On this observance of International Literacy Day, let us pledge to join together to move the literacy agenda forward.”

Other events taking place at UNESCO's Paris headquarters include the award ceremony for the 2012 UNESCO literacy prizes, and the nomination of singer and songwriter A'salfo as a Goodwill Ambassador to contribute to the agency's efforts to fight against exclusion, discrimination and injustice.

“As far as US foreign policy is concerned the United States Government really ought to look at the serious and real life conditions domestically within its own borders and I think that to some extent President Obama has taken steps in order to do so but it is not enough, especially when the history of exploitations, subjugations and domination that is a well known history and in regard to that history the US government could double, triple or quadruple their efforts to really effectively and meaningfully change conditions for indigenous people in the United States and domestically.”

United Nations Member States have the responsibility to uphold the human rights principles outlined in the Declaration on the Rights of Indigenous Peoples, a member of the UN forum focusing on the issues said today, adding that violations of the fundamental rights of those communities persist. 

“First and foremost, the nation Member States of the United Nations are to take the initial obligation to begin to adopt policies and legislation to maintain consistence with the human rights standards that are embraced in the declaration,” said Dalee Sambo Dorough, a member of the UN Permanent Forum on Indigenous Issues, at a press conference at UN Headquarters. 

She said the direct and often brutal violations of the basic rights of indigenous people in every region of the world continue, even in areas where success had been achieved, such as in Canada where an agreement over land use between the aboriginal communities in Nunavut has faced implementation hitches. 

“The reality of the UN declaration is that the rights of indigenous people did not arise out of the goodwill of States,” said Ms. Dorough. 

“Rather, it is because of the entire history of exploitation, colonization, as well as the full range of human rights violations that the indigenous community has pressed the UN to open its doors in order to for us to take our rightful place not only in the context of the human rights pillar of the UN, but also in the environment, as well as the peace and security pillar,” she told reporters on the sidelines of deliberations in the two-week Permanent Forum on Indigenous Issues. 

The forum is aimed at advancing the rights of the estimated 370 million indigenous people worldwide. More than 1,300 delegates are participating. 

This year’s forum is focusing on reviewing progress made on issues ranging from economic and social development to the environment and whether indigenous peoples have given free, prior and informed consent to decisions affecting their communities.

A group of 390 children separated from their parents in Haiti, are being served by this Port-au-Prince residential care centre where they receive housing, hot food, an education, and vocational training. 

All while the centre’s staff, whenever possible, works to reunite them with their families.

The centre is working closely with UNICEF to restore the family unit, and to make sure the children with no parents are given a secure, safe environment that prepares them for a productive and rewarding future.

They sing about improving the country by stepping up and initiating positive change.

“The tragedies that have befallen United Nations peacekeepers already this year are a sobering reminder of the risks entailed in their important work for peace. As we mark the International Day of United Nations Peacekeepers, we pay tribute to the more than 120,000 military, police and civilians serving worldwide under the blue flag and remember those who lost their lives in the cause of peace.

In recent months, the United Nations has suffered a series of tragedies in rapid succession. In early April, seven personnel were murdered in an attack on a United Nations compound in Afghanistan. Just a few days later, 32 lives, many of them United Nations staff, were lost in the crash of a plane serving the United Nations peacekeeping operation in the Democratic Republic of the Congo. These incidents added to others involving fatalities around the world, and followed the painful events of last year, when 173 peacekeepers lost their lives due to natural disasters, violence, accidents and disease, including more than 100 in the single, terrible blow of the January earthquake in Haiti.

As we remember the heavy sacrifices of our staff, we also hail their accomplishments. From supporting the Southern Sudan referendum to helping resolve the post-electoral crisis in Côte d’Ivoire, from supporting training, capacity-building and institutional development of police in Timor-Leste to patrolling the hills of southern Lebanon, United Nations blue helmets have represented the Organization at its best: restoring stability; fostering reconciliation; and nurturing hope for a better future. Their deployment is a manifestation of our collective conviction that people who have survived a war should not have to suffer again through a period of insecurity, injustice and fear — and that only by removing these conditions can we engender lasting peace.

Upholding the rule of law, the theme of this year’s Day, is essential to successful peacekeeping. This requires strengthening confidence in police, justice systems and correctional services. That is why the United Nations trains police to never abuse their power, supports the proper functioning of courts to serve justice, and works for humane conditions of detention.&quot;

The campaign is targeted squarely at the abuser. It will also have a global reach across cultures and boundaries. “Essentially we are shining a light where there is darkness,” Kharas added.

Kharas stressed that these animated spots would create behaviour change in millions of household around the world “by directly targeting the abuser and by being a catalyst for conversations that happen within families.”

The campaign is the creation of a volunteer team of skilled professionals in several countries led by acclaimed animation producer and director Kharas.

At an interview at UN headquarters, head of UN Women Michelle Bachelet said although there has been progress in establishing laws that protect women, the implementation of these laws are &quot;lagging behind.&quot;

According to the new report “World’s Women: In Pursuit of Justice” launched today (6 July) 139 countries and territories now guarantee gender equality in their constitutions but too often, women continue to experience injustice, violence and inequality in their home and working lives.

Today, for instance, domestic violence is outlawed in 125 countries but globally 603 million women live in countries where domestic violence is not considered a crime. Similarly, over 2.6 billion women live in countries where martial rape has not been explicitly criminalized. 

In the report, UN Women calls on governments repeal laws that discriminate against women, support innovative justice services, put women on the frontline of justice delivery and invest in justice systems that protect women.  

Bachelet, who was appointed as the head of the entity earlier this year, said that in countries like the Democratic Republic of the Congo, where there have been recent reports of mass rape, mobile courts have been setup as an effective way to bring “the court to the women.”

Last month, the UN Mission in the country (MONUSCO) helped the High Court of Goma set up a mobile court in Kasindi, a town in Nord-Kivu province, at the border with Uganda. 

The mobile court helps to make sure justice is available at the grassroots’ level as well as makes it known to the public that there are judiciary sanctions for every act of sexual violence committed.
 
Bachelet, the former President of Chile, emphasized the importance of increasing women’s representation in politics and justice systems around the world. 

“We also need more female everywhere in the police, in the armed forces but also in the judiciary system because in some places what they have needed is to put more women at the court level so they can be more sensitive to women’s issues,” she added. 

In countries like Rwanda, Nepal and Spain, where there have been steep increases in women’s role in politics, progressive laws on women’s rights have often followed says the report. Unfortunately, there are still less than 30 percent of women in parliament in the vast majority of countries. 

Bachelet, who also held ministerial portfolios in the Chilean Government as Minister of Defence and Minister of Health, said it is important “to design policies specifically targeted at overcoming” the obstacles women face when trying accessing their rights. 

As Defence Minister, Bachelet introduced gender policies intended to improve the conditions of women in the military and police forces and as Minister of Health, she implemented health-care reform, improving attention to primary care facilities with the aim of ensuring better and faster health-care response for families.

Following is a brief excerpt from book review&quot; I have recently read &quot;Girl with Pearl Earing&quot; and &quot;Girl in Hyacinth Blue&quot;, two other novels attempting to portray the golden age of art in Holland, both centering around Vermeer. Both are noteworthy, but this effort, about Rembrandt, surpasses both.
First of all, the main character, from whose point of view the story is told, thinks more like someone in the 17th century than the characters in the other two novels. There is the omnipresence of religion, the imagery with which thought occurrs(the little white worms!). Then there is the sense of time and place..Amsterdam here is not some nostalgic spot in the Dutch past, but a complex culture mixing religion, innovation, and art in the country where modern capitalism arguably emerged. It is the merchants who rule this world, not the old aristocracy, and this world is in flux. The tension between the merchant class, the religious reaction to them, and artist as personified by Rembrandt is fascinatiog. One also feels the force of natural events, the Plague, and the floods which always threatened Holland.
There is much about Rembrandt here, much about the struggle of an artist who attempts to remain true to his vision, both as an artist and as a human being, against the spirit of a conservative phillistine society.The descriptions of Rembrandt's way of seeing the world, and most importantly the people in it, will change the way you look at his art.
Lastly, this book is simply a joy to read. Mattons language is rich and evocative and lingers in the mind. Her observations about the people who live in this world ar sharp and true. The love story in these pages is erotic and powerful. She also has a unique way of blending story lines with the Rembrandt's paintings that enriches the story even more.

Inspired by actual events, the Whistleblower tells the story of Kathryn Bolkovac, an American police officer, played by Academy Award-winning Rachel Weisz, who takes a job as a peacekeeper in post-war Bosnia and uncovers a scheme by contractors and peacekeepers who were paying for prostitutes and participating in sex-trafficking.

Kondracki, who spent two years in Europe with co-writer, Eilis Kirwan, researching the subject of trafficking, told UNifeed before the screening that she thought Bolkovac’s story was “remarkable” and not only it shows “how the United Nations works, or doesn’t work” but also through her character portrays both the anti-trafficking community, the UN, and private military contractors, in order to “subtly understand the complexities of the organization.”

Madeleine Rees, who was at the time the Head of the UN human rights office's (OHCHR) Women’s Rights and Gender Unit in Bosnia And Herzegovina and is played by Redgrave in the film, said that “a massive number of women” were trafficked from Romania, Moldova and the Ukraine “to satisfy what was a perceived market, which unfortunately was in fact a real market, which was the peacekeepers.”

Rees pointed out that “there were rumours that there was a problem with trafficking” which were later confirmed. She noted that when you would see UN vehicles parked outside &quot;that’s how you know where the brothels are.”

Kondracki commented on the controversy that arose regarding the UN’s reaction to her film. She said that “what we were hearing was that the UN didn’t want to acknowledge the film and wanted to downplay it, kind of go into damage control, which didn’t really surprise me.”

The director added that thanks to Facebook, Twitter and other social media platforms “it did come out in the open” and “that’s why we are here.”

Rees, looking back, expressed a feeling of guilt and said that she keeps thinking whether there was “something else” that could have been done at the time. 

She acknowledged that the organization failed “in actually being able to tackle a problem.”

According to Under-Secretary-General for Communications and Public Information Kiyo Akasaka, the film highlights several issues high on the agenda of the UN such as human trafficking, violence against women and cross-border organized crime.&lt;/p&gt;

“I’ve been an exceedingly lucky actor,” Sir Roger has said, “and the luck of it all was that I was able to come and work for UNICEF.” 

Since his appointment in 1991, Sir Roger has visited UNICEF-supported programmes around the world, bringing attention to children’s needs and enlisting widespread public support and donations. He has given compelling voice to a range of issues, from HIV/AIDS to landmine injuries, disability rights, iodine deficiency and more. 

In November 2001, Sir Roger helped launch the partnership between UNICEF and Federation Internationale de Football Association (FIFA), the world governing body of football, which includes a focus on preventing the spread of HIV and AIDS among young people. 

At the same time, he played a key part in promoting Kiwanis International's Worldwide Service Project, which has raised more than $90 million for eliminating iodine deficiency, the primary cause of preventable mental retardation and brain damage.
 
Sir Roger received the World Service Medal from Kiwanis for that work.

He also received the German Federal Service Cross in 2003 (for his involvement in battling child trafficking) and the Dag Hammarskjöld Inspiration Award in 2007. The following year, he received the title of Commander of the National Order of Arts and Letters, in France.

Sir Roger was made Commander of the Order of the British Empire in 1999 and was knighted by Queen Elizabeth II in 2003, in recognition of his work with UNICEF. A demanding policy agenda awaits Lagarde at the IMF’s headquarters in Washington D.C. The global economy is being buffeted by continued uncertainty in Europe, uprisings in the Middle East, signs of overheating in some fast-growing emerging market economies, and rising commodity prices that pose a particular challenge for low-income countries.

One of the uncertainties clouding the outlook is the continued sovereign debt crisis in Europe. The most acute problems are in Greece, where the government is trying to secure domestic political backing for a strengthened package of measures to put its economy on a more secure footing.

“We still have huge challenges ahead of us. You have sovereign debt issues in most of the advanced countries, most acute in a monetary zone called the euro zone, which I’m very familiar with, but it’s not the only one”, Lagarde said.

As finance minister of France during the global financial crisis, the 55-year old Lagarde was very familiar with the problems faced by the euro area. 

Lagarde took office as the IMF is beefing up its work on “spillover effects”, the impact that one country’s policies can have on other countries because of the tremendous increase in trade and financial linkages in the global economy. This work is part of the IMF’s efforts to further policy collaboration at the international level.

United Nations (UN) Special Representative on Sexual Violence in Conflict Margot Wallström said that the new study on sexual violence published in the American Journal of Public Health (AJPH) would help the organization “better understand this phenomenon” in the Democratic Republic of the Congo (DRC) where she added, rape “will always be under-reported” because of the &quot;risk or the fear of stigma or shame.”

The AJPH study released this week said that almost every minute a woman is raped in the DRC. The figure was reported to be 26 times higher than UN estimates. It also reports of a phenomenon of increased social tolerance for sexual violence, due to its prevalence in conflict, and to factors linked with conflict, such as impunity.  

Wallström’s office has, however, found that definitional ambiguity is one of a number of factors that explains the difference between various findings.

In an interview with the UN today (12 May), Wallström said there was a “difference in the way we count.”  She explained that the UN “has to verify these figures” in order to provide assistance to the victims. 

According to her office, official UN figures tend to be conservative, because the organization can only report to the Security Council information on sexual violence that has been verified by the organisation itself. 

Ultimately, she added “it is important to move beyond numbers” and look into how we can prevent the rapes.   

The Department of Peacekeeping Operations, which has a mission in the country, confirmed that sexual violence is a serious problem in the DRC, and UN and its and international partners have been working together in past years to support the Government in addressing it.  

Wallström has travelled to the DRC thrice since her appointment early last year as the Special Representative. Last October, while visiting the Walikale region, she met with the victims of sexual violence who were raped by members of armed groups, many of them in front of their families and neighbours.  

She spoke of a young woman who was “taken out of her home the night before she was getting married and had been gang raped.” The victim told her “a dead rat is worth more than a woman who has been raped.” 

Following the incident in Walikale where approximately 235 women, 52 girls, 13 men, and 3 boys were raped, earlier this year, the UN reported 50 to 80 cases of sexual violence perpetrated by the Liberation Forces of Rwanda (FDLR) in Fizi, South Kivu. 

The UN estimates some 11,000 rapes in 2010 but the figure is considered to be much higher.

He said that the UN General Assembly and Security Council were looking at the Arab League initiative and that if the Syrian Government didn’t fulfill its commitment on that Arab League agreement “the situation will come to the Security Council or maybe to the General Assembly”.

Secretary-General Ban Ki-moon and the president of the General Assembly, Nassir Abdulaziz Al-Nasser, made a historic visit to Libya. 

In Syria, pressure was on for President Al-Assad to step down after thousands of people were killed in pro-democracy protests. The General Assembly voted on a resolution condemning Syria for the ongoing violence and called for the government to end all human rights violations.   

People in the streets of Ramallah cheered the news that their president Mahmoud Abbas had presented an application for full UN membership to Ban Ki-moon.

In July, the newborn country of South Sudan became the 193rd Member State of the United Nations. After decades of civil war in Africa’s largest country, the UN helped organize a referendum on unity or separation. At over 100, Rebecca Kadi was one of the oldest voters to take part:

Over 99% supported separation and on the 9th of July a new country was born.

In 2011, more than 120.000 UN peacekeepers were deployed in 16 missions on 4 continents. 

In Liberia’s presidential elections, the UN mission deployed ground troops and increased air patrols to improve security and reassure citizens, as they went to the ballots. Voters turned out undeterred – despite some clashes that prompted the boost in security. President Ellen Johnson-Sirleaf was not only re-elected – she was also one of three women activists who were jointly awarded the 2011 Nobel Peace Price.

The arrests of former Cote D’Ivoire President Laurent Gbagbo in April and accused war criminal and former Bosnian Serb military leader Ratko Mladic in May provided further evidence that the era of impunity may come to an end and the rule of international law is here to stay.

Haiti slowly recovered from a major cholera epidemic. One year after the devastating earth quake, 40 % of the 10 million cubic meters of rubble have been removed. The UN Development Program and other UN agencies created jobs in a pilot project to transform some of the debris into gravel to build new homes and schools.
UNICEF brought in supplies – now 140.000 children who have never been enrolled before are going to school.

Thailand has seen the worst flooding in 70 years. Unusually heavy rainfalls left large parts of the country, including the capital Bangkok, inundated. 

In Somalia, war and the worst drought in decades uprooted a million and a half people. The World Food Program opened feeding centers bringing relief to millions in desperate need. Executive Director, Josette Sheeran:

Famine has spread over Somalia but the consequences of the drought affected the whole Horn of Africa. These farmers lost half of their lifestock and food supplies are running out.

The planet could easily feed 7 billion people, yet millions continue to starve. High and unpredictable food prices affected poor countries the most during the global economic downturn. 
25 years after Chernobyl – A tragedy in Japan with multiple consequences. A magnitude 9 earth quake followed by a tsunami seriously damaged the Fukushima nuclear reactor. Dedicated workers prevented a total meltdown, but a large area became contaminated as radiation spread. Experts from the International Atomic Energy Agency urged Japan to secure permanent sites to store the radioactive waste.

According to a new World Bank report, nearly four million women go missing every year in developing countries despite gains in gender equality. Head of World Bank Robert B. Zoellick said &quot;gender equality is not only the right thing to do but it is right economics.&quot;

The World Development Report 2012: Gender Equality and Development details big strides in narrowing gender gaps but shows that disparities remain in many areas. The worst disparity is the rate at which girls and women die relative to men in developing countries: Globally, excess female mortality after birth and missing girls at birth account for an estimated 3.9 million women each year in low- and middle-income countries. About two-fifths are never born due to a preference for sons, a sixth die in early childhood, and over a third die in their reproductive years. These losses are growing in Sub-Saharan Africa, especially in countries hard-hit by HIV/AIDS.

The report also notes that the world has made significant progress in narrowing gender gaps in education, health and labor markets over the past 25 years.  Disparities between boys and girls in primary education have closed in almost all countries. In secondary education, these gaps are closing rapidly, and in many countries, especially in Latin America, the Caribbean and East Asia, it is now boys and young men who are disadvantaged. Among developing countries, girls now outnumber boys in secondary schools in 45 countries, and there are more young women than men in universities in 60 countries. Similar progress can be seen in life expectancy where women in low-income countries not only outlive men but live 20 years longer than they did in 1960.  And in much of the world, gaps in labor force participation have narrowed with over half a billion women having joined the workforce in the last 30 years.  

Remaining gaps include the lower school enrollments of disadvantaged girls; unequal access for women to economic opportunities and incomes, whether in the labor market, agriculture or entrepreneurship; and large differences in voice between women and men both in households and societies. 

The report argues that these patterns of progress and persistence in closing gender gaps matters for development policies. Higher incomes help close some gaps, as in education. As schools expand and more jobs open up for young women, parents see clear benefits to educating their girls.  But too often, markets and institutions (including social norms around house and care work) combine with household decisions to perpetuate disparities between men and women.  As part of this, gender gaps in earnings remain stubbornly unchanged in much of the world.

According to the World Bank, to ensure that progress on gender equality is sustained, the international community needs to complement domestic policy actions in each of these priority areas. It can also support evidence-based action by fostering efforts to improve data, promote impact evaluation and encourage learning.  The report recommends that policymakers focus on the most stubborn gender gaps that rising incomes alone cannot solve. It is by fixing those shortcomings that the payoffs to development are likely to be greatest, and where policies changes will make the most difference.
