New Inquiry on Srebrenica Genocide?

The UN Report on Srebrenica, authored by Dr. David Harland now of United Nations Peacekeeping Department, was last undertaken in 1999 with many big power states resisting the call from UN General Assembly states prompted by resolution supported by Bianca Jagger, now President Danilo Turk of Slovenia, Prince Zeid of Jordan and then Bosnia & Herzegovina Ambassador to UN Muhamed Sacirbey. New evidence is mounting of a betrayal and genocide has been proven before the ICTY and ICJ. However, the primary question remains: who allowed the massacre at political/diplomatic level. Dr. Harland, Ambassador Sacirbey and Tom Osborne speak of how genocide was allowed to happen, who is responsible and why is US General blaming 'gays in the military." Is it not time for a fresh, objective inquiry into betrayal of Srebrenica?
