Barbara Meredith lives in Idaho where Hammond, the owner of the town's train line, doesn't want Idaho to become a state. Randolph, Barbara's brother, tries to stop Hammond's scheme but ends up getting killed. Barbara takes her brother's costume and mask and replaces him as the Black Whip.
