Is this though a recognition that the war cannot be won by the allies (US, NATO and Kabul Government)? Are the Taliban now effectively dictating the terms of a future settlement even if the language of the UN's new resolution applies criteria to Taliban leaders as renouncing violence and respect for women's and minority rights?
